Funding for ESL

Here we go again . . . Money equal language acquisition . . . if it was that simple! They just announced that they will seek an increase in Title 3 funding to improve English teaching. It seems to me more Deja Vu. Funding helps but there is more to it than just having more money to throw around. You like to begin . . . don't get me started!
